Vinita Ramani, International Lawyer of Civil Party

VOICES FROM THE ECCC (Extraordinary Chambers in the Court of Cambodia)/THE KHMER ROUGE TRIBUNAL.

  1. Could you please tell us your name, your position at the ECCC, and a summary of your responsibilities?
  2. Civil party representation in international criminal proceedings started with the ECCC. What worked well, and what could use improvement for future courts?
  3. What challenges did you face in your work?
  4. Many international people do not know that many of the atrocities committed during the Khmer Rouge era do not constitute genocide because the majority of the people who died were not targeted because of their ethnicity or other factors protected under the UN’s definition. However, the Khmer Krom were singled out. How did that affect your work?
  5. What do you think of the reparations that were ultimately implemented at the ECCC? Do you believe they reflected the Civil Parties’ interests as a whole?
  6. What other factors influenced the reparations process?
  7. In your opinion, how could the ECCC have approached reparations in a better way (if any)?
  8. Can you recall any accused or survivor stories that resonated with you?
  9. What do you think the major impacts of the ECCC will be on Cambodian society, both today and twenty years from now?
