Decentralization versus Digitalization
The street signs are very important for the local people. However, it is a challenge for Documentation Center of Cambodia (DC-Cam) and therefore we are putting them online for foreigners. We realized that most donors do all their background research of an organization through online research. Sometime when they went to DC-Cam website, there was no mention of street signs, directions to places, or addresses. Even though we have these sites, and many people including officials have seen some of our street signs, but a bad person or an official can play games by saying DC-Cam gives poor access to the public and cite to the WhatsApp numbers as example. We will try to avoid this problem in future. A lesson learned!
